SW13 and SW14 were placed on the BB2 to make the board backward compatible with the Virtex-5 MMP. These two switches set the appropriate voltages for the V5 MMP or K7 and Zynq MMP (K7 and Zynq MMP voltage requirements are the same). For example, SW14 sets the VCCAUX rail. The VCCAUX rail is 2.5V for the V5, but it is 1.8V for the K7 and Zynq MMP. So, as you can see setting the VCCAUX of the K7 MMP accidently to 2.5V won't be a good idea.
In order to avoid incorrect setting of voltages for the K7/Zynq MMP, we decided to repalce the SW13 and SW14 with 0 Ohms resistors on Rev B and make the default BB2 not backward compatible with the V5 MMP. Users can still manually remove and repopulate the 0 Ohms resistors to make the BB2 work with the V5, if they choose to. So, to make the long story short, you don't have to do anything to the board when using it with the K7 or Zynq MMP. You can safely power up the board.
